cover for the injured Per Mertesacker, but their initial offer of €18
million has been knocked back by Valencia
Arsenal have seen their initial bid for Valencia defender Shkodran Mustafi rejected, according to Plaza Deportiva.
The Gunners are keen to bring in defensive reinforcements after a knee injury ruled Per Mertesacker out of the opening months of the season, and have made Mustafi their primary target.
But their offer of €18 million (£15m) has been turned down, with the Liga outfit holding out for a fee of between €25-30m (£21-25m).
