The 23-year-old was one of the stars of Portugal's Euro 2016 triumph, with new Blues boss Antonio Conte impressed by his performances and want to make him one of his key player in Chelsea this season.
And the Stamford Bridge outfit are now set to bid €40 million as they look to bolster their squad ahead of next season.
